Design & develop a custom revenue policy projection tool

Projecting the impacts of statewide revenue mechanisms

With more people purchasing electric vehicles, fuel taxes are generating less revenue for transportation departments across the country. The Ohio State Department of Transportation (ODOT) was looking for a way to test alternative revenue mechanisms that could replenish their lost fuel tax earnings. Trinnex® created a tool that enables ODOT to create a custom set of revenue policies and predict how their implementation would affect the communities in the state as well as their bottom line.

Finding a replacement for fuel taxes

ODOT needed a way to validate new revenue mechanisms before putting them into effect so that they could justify their decisions to policy makers. Trinnex® was tasked with creating a tool that would allow ODOT personnel to create a set of custom revenue policies and project the results over a 30-year time horizon so that they could visualize the impacts of their proposed policies on the citizens and communities in the state as well as their departmental revenue. The results of this projection would ultimately be used as a justification of the proposed policies during discussions between the department of transportation and legislative decision makers in the state.

Creating custom analytics for enhanced insights

Trinnex designed and developed a 2-part policy forecasting tool that allows users to input a set of custom revenue mechanisms and view the results and impacts of their policies in a custom dashboard. The policies included in the tool enable users to make changes to any current taxes and fees as well as create completely new policies to replace or supplement the existing mechanisms. One of the primary purposes of the tool is to deliver insights into the efficacy of Mileage-Based User Fee (MBUF) as a replacement for fuel taxes, and a specialized workflow was built into the tool to support the creation of custom MBUF policies.

Data-backed decisions for a brighter future

ODOT can now create, test, and share new revenue mechanisms with members of their organization to improve the process of tax policy decision making. The ability to create custom reports and share them across departments allows members of ODOT to collaborate effectively when trying to reach consensus on their proposed replacements for fuel tax revenue. Using Trinnex’s custom solution, the department of transportation is now able to collaborate internally to create alternative revenue policy suggestions and validate those recommendations with local decision makers to create real-world tax policies that are deliberate, ethical, and beneficial to all parties involved.
