Fortifying Urban Resilience Through Proactive Stormwater Asset Management and High-Accuracy Mapping

Our team is modernizing the city’s stormwater infrastructure by mapping 25,000 structures and performing critical condition assessments. Utilizing ARPA funding, this initiative delivers a complete GIS database that supports MS4 compliance, flood modeling, and a proactive maintenance strategy to protect the city’s watersheds and communities.

Mitigating Flooding Risks Caused by Outdated Stormwater Data and Inconsistent Assessments

Knoxville faced challenges with aging infrastructure and data gaps that hindered effective stormwater management. Outdated records made it difficult to predict flooding or maintain 25,000 catch basins and culverts, requiring a citywide effort to assess asset conditions and establish a proactive maintenance roadmap.

Deploying Mobile GIS and Predictive Flood Modeling Solutions

Our team developed a comprehensive stormwater geodatabase that incorporates LiDAR topographic data and planimetric mapping. This tech bridges the gap between raw data and action by deploying mobile field applications for rapid data collection and real-time condition assessments. Field survey crews use high-accuracy GPS units to map catch basins, manholes, and detention basins, feeding results directly into web-based dashboards for project oversight. Beyond inventory, the team models known flooding areas using GIS data to recommend engineered improvement alternatives. A proactive maintenance strategy was also established for key drainage basins, utilizing stakeholder input to prioritize cleaning and repairs. This integrated approach allows the city to move from reactive repairs to data-driven management, ensuring compliance with environmental regulations and reducing the community's vulnerability to major design storm flood levels.

The city gained an accurate, field-verified stormwater database that supports effective utility management and long-term capital planning.
