One of CDM Smith’s most senior AM & GIS program managers, Jayson has supported over 150 municipalities, utilities, and agencies, delivering award-winning programs recognized for technical innovation. His work includes the U.S. Navy’s asset management and utility GIS improvement program, the City of Newark’s enterprise GIS environment, and the City of Miami’s stormwater master plan.

Tom Killelea serves as CDM Smith’s Asset Management and GIS Delivery Leader, leveraging nearly 25 years of experience in guiding large-scale, complex GIS programs, including major initiatives for the U.S. Navy. He brings specialized expertise in utility GIS and asset management, with deep proficiency in ArcGIS Enterprise, ArcGIS Online, the Esri Utility Network, CMMS implementation, and systems integration. Tom partners closely with clients to drive innovation and deliver technology-enabled solutions that create measurable value.

Bryson is CDM Smith’s GIS Discipline Leader and brings nearly 25 years of experience implementing enterprise GIS programs. He has led major GIS initiatives nationwide, including New Jersey American Water’s Lead Service Line (LSL) program, the U.S. Navy’s asset management program, and Middlesex Water’s Utility Network implementation. Bryson offers deep expertise in ArcGIS Enterprise, ArcGIS Online, the Esri Utility Network, systems integration, and the deployment of custom web, mobile, and AI solutions. He leverages the latest technology tools to strengthen clients’ ability to more effectively manage infrastructure, driving GIS innovation through a strong technology foundation and integrated, forward-thinking applications.

Turning complex utility data into systems that crews and decision-makers can trust is what drives Jack Beers, a Regional Team Leader with experience delivering enterprise GIS, asset management, and integrated information workflows for water, wastewater, and stormwater programs.

Jack serves as the GIS lead for the City of Columbia SC’s Clean Water Program, supporting a nearly $1B consent decree program and long-term operations through enterprise GIS administration, rigorous QA/QC for incoming survey and inspection data, reporting, and data collection standards that have resulted in proactive asset management standards.

Across clients, Jack strengthens GIS+CMMS alignment, supports Utility Network readiness and migration planning, and applies ArcGIS Enterprise/Online to modernize how utilities manage infrastructure risk and investment.

Star Carter has been supporting municipal governments with GIS technology and data management for 13 years through project planning, design, and implementation phases. Her main focus has been geospatial and asset management gap analysis and strategic planning, and preparing clients for major system improvements. She has extensive experience with water and wastewater systems, electric, telecommunications, and materials management/landfill data. Star is a Regional Team Leader for the Asset Management and Geospatial Solutions group in the New England offices.

Mike Schultz leads the Flood Hazard Solutions Discipline and has over two decades of experience developing geographic information systems (GIS) and data management programs to support a wide variety of flood hazard and environmental engineering projects.

Mike developed more than 6,000 DFIRM panels over 100 counties across five FEMA regions as well as the States of Colorado, Georgia, and Wisconsin under FEMA’s a cooperating technical partner program. He has also been involved in communicating technical information to a wide variety of project stakeholders, has developed new GIS tools and processes, and has experience in every stage of the FEMA Risk MAP production process.

As project manager and technical leader for floodplain mapping projects, Mike regularly oversees and provides guidance associated with map development and staff/resource management. He is hands-on and leverages previous experience to provide valuable GIS-based guidance to enhance production, delivery, and data management.

Nathan Catania is a Regional Team Leader and experienced Geographic Information Systems (GIS) specialist with more than 19 years of experience supporting database development/management, environmental engineering, and transportation projects across the United States. He is an expert in FEMA’s National Flood Insurance Program (NFIP) and provides leadership in floodplain mapping, quality control/assurance, and project management.

With 34 years of experience as an Environmental/GIS Specialist, Robbie is an expert in complex GIS analysis, database management, and network systems administration. His extensive background includes managing all phases of large-scale GIS project implementation for private and federal government clients, covering tasks such as network setup, data integration and conversion, and specialized processing of LiDAR and aerial photography. He is highly skilled in deploying the complete ESRI product suite (Arc/Info, Arc Pro, ArcGIS Server, ArcGIS Online) across UNIX, LINUX, and Windows platforms, and uses advanced software such as Maptek Vulcan and C Tech MVS for high-level 3D modeling and analysis. Furthermore, his expertise includes configuring enterprise network and system environments to support web application development and sophisticated database deployment with robust replication and synchronization capabilities.
