Guadalupe-Blanco River Authority (Texas)

Our Role

Developed and implemented a comprehensive and sustainable asset management program | Delivered in conjunction with Trinnex's parent company, CDM Smith

Optimizing Regional Infrastructure Reliability Through Data-Driven Risk-Based Asset Management

Guadalupe-Blanco River Authority engaged our team to unify operations across a massive 10-county statutory district. This initiative established standardized governance and predictive technology to manage water, wastewater, hydroelectric, and park assets, moving the organization from reactive repairs to proactive sustainability.

Fragmented Regional Operations and Inconsistent Data Across Diverse Utility Assets

Operations were split across five regions, resulting in inconsistent approaches and tools for managing critical infrastructure. The authority lacked confidence in its asset inventory, making it difficult to make informed renewal decisions or accurately forecast long-term maintenance costs.

NEXGEN Implementation and Standardized Risk Modeling Framework

Our team developed a multi-phase program to transition the organization from reactive to proactive maintenance. After performing a gap assessment, our team oversaw the configuration of the NEXGEN computerized maintenance management system. To bridge the gap between raw field conditions and strategic action, staff used a mobile application to conduct detailed condition assessments of vertical assets. This technology models asset degradation over useful lives, allowing the authority to predict the timing and costs of future renewal events. By establishing a risk framework based on the consequence of failure, our team transformed raw inventory data into actionable maintenance schedules and spare-parts warehouses. Users were trained on these streamlined business processes, enabling the organization to manage diverse regional assets with data-driven precision. This tech-enabled strategy ensures that capital investments are risk-based and data-justified for long-term regional performance.

Standardized Maintenance Software and Enhanced Long-Term Cost Management

The authority successfully implemented a unified digital platform and risk framework across all operating divisions. This data-centric approach reduced the uncertainty of emergency repairs and improved regulatory performance, ensuring the effective management of utility rates and capital costs.
